Ratanakiri province is a provincial state in the Kingdom of Cambodia at the upper most end of the whole of Cambodia next to the border of Vietnam. The State is now mainly dormant with vast area for mining and agriculture purpose.

Cambodia needs a lot of financial assistance and private investment and not forgetting government grants and soft loans and non-recourse loans will definitely boost the economy and livelihood of the people of Cambodia. From history, the world fears them as a very close minded people due to the internal struggle for independence during their civil wars with the Liberian guerillas.

THE ROAD CONDITION IS ACCEPTABLE ON DRY WEATHER, WHILE RAINY SEASON IT’S A LITTLE DIFFICULT BY ROAD BECAUSE THERE ARE MANY SMALL STREAM SURROUNDING THE AREA.

THE MINING EQUIPMENT CAN BE TRANSPORTED VIE SIHANOUK SEA PORT. THEY ALSO HAVE THE HEAVY PLANT MACHINERY IN CAMBODIA OR CAN BE PURCHASED FROM VIETNAM TOO.

RESOURCES AVAILABLE FOR MINING:

WE HAVE MANPOWER FROM THE OYADAV DISTRICT WHICH ARE OFF COURSE LOW COST WORKERS. WE ALSO HAVE SOME EXPERIENCED WORKERS WHO HAVE KNOWLEDGE IN THE FIELD.

FURTHER TO THAT, WE EP GROUP CAN ALSO GET IN WORKERS FROM OVERSEAS THRU THE CAMBODIAN GOVERNMENT APPROVAL IF REQUIRED. 

BUT AS THE CATERING POLICY IS TO USE THE CAMBODIAN WORKERS AS MUCH AS POSSIBLE.

WAGES PER DAY:

THE SALARY RANGES FROM USD MIN 10.00 PER DAY FOR EXPERIENCED WORKERS WHO HAVE WORKED IN MINES.

AVAILABILITY OF POWER SUPPY: 

WE HAVE TO WORK ON THE ELECTRICAL SUPPLY WITH THE ELECTRICITY BOARD OR ELSE USE THE BENEFIT OF THE ELECTRICITY LINE ALONG THE NATIONAL ROAD N 78.

GOVERNMENT IMMIGRATION POLICY:

FOR EVERY 10 CAMBODIAN NATIONAL, I FOREIGN WORKER APPROVAL. 

IMPORTING OF NEW AND USED MINING TOOLS :

THE TAXES OR APPROVAL  IS ON CASE TO CASE BASIS. BUT WE HAVE THE WAYS TO APPROACH THE GOVERNMENT AS WE ARE IN RETURN USING THE LAND AFTER MINING FOR RE CONSTRUCTION FOR THE BENEFIT OF THE CAMBODIAN PEOPLE.

AVAILABILITY OF FUEL:

DIESEL AND PETROL CAN BE IMPORTED FROM VIETNAM WITH GOOD QUALITY AND LOW COST.

GELLOGICAL SURVEY REPORTS:

WE HAVE SOME REPORTS AND THE GRADES OF GOLD MINED FROM THE AREA. WE ARE IN CONTINUATION OF THE EXPLORING OF THE LAND AND AWAITING FOR TEST REPORTS.

ROYALTY RATES:

THE PROPOSAL BELOW MENTIONED IS BASED UPON THE COMPLETION OF MINING AT THE RATANKIRI PROVINCE.

These are the later period after the mining completion  foreseen Implementation for the Province of Ratanakiri :-

  7. Ready Available land after the mining process for the Agriculture activity.

  9. Palm Oil Plantation & Cooking Oil Processing Refinery
  10. Coal Mines 
  11. Timbers
  12. Quarries – Rocks & Aggregates
  13. Nickel Mine
  14. Manganese Mine

The Land

The  Land belongs to the Government of Kingdom of Cambodia is situated at the very top end of the country. This district and the name of this proposed area is in Oyadav District, Ratanakiri Province. We have a big huge piece of land. 

The area is fully monitored by gold mining activity

This area is fully protected against the monsoon with a mountain range on the left side of the land. The starting point of the mountain range will also accommodate the new palace sitting on top of the immediate height around about 50 meters above sea level.

On the geographical view, the mountain range started from this very end form the immediate starting point of the mountain range at this North point stretching all the way down to the end south of the country.

Reclaimed Land- 2,000 Hectares

Once the reclamation work is done, a new coastal road will be constructed to the main exit and leading to other parts of the state. This township with all the modern amenities and facilities will capture a big buying market in Ratanakiri Province along with Vietnam and of course foreign participants.  The infrastructure development plays a very important part of this development.

 Phrase 3 Project

The construction and development of infrastructures for the linkage between islands and new landmarks for this new area will be the International Port Terminal which is a very important structure and future do depend on this terminal for export and import of materials and produce to overseas market. The Port Terminal shall be in BOT basis based on a certain time period the investor who ventured into this business. The Government supports the idea and shall subject to the terms and conditions favorable to the investors and at the same time. A suitable land area for the development of the port will be leased to the investors. The Port shall have a reserve land area of minimum of 2000 acres for present and future expansion. All down-stream and other industries shall be housed inside this particular area.  A part of the land shall be for heavy industry usage.  

Reserved Lands for future Expansion.

The balance land acreage shall be for future expansion and shall act on the land based on future needs and proposed usage.

Agricultural Land

The agriculture land available for agriculture usage. The lands are meant for oil palm plantation, coffee plantation, vegetable farming, fruit farms, corn, rubber and other suitable crops. 

For palm oil industry we need to develop the palm oil mills and also the palm oil Processing Refineries at the port area. The allocation of the Refinery shall be at the port terminal for easy access to logistics convenience for export and easy clearance to shipping facilities. 

  • Oil Palm Plantation – @USD3,500 /acre x 100,000 acres- USD350 Million 
  • Palm Oil Mill- 6 units @USD60 Million x 6 units – USD360 Million
  • Palm Oil refinery -3 units x USD150 Million – USD450 Million
  • Down-stream Industries – USD600 Million

  • Coffee Plantation

Coffee is one of the best and potential crops in Indonesia. The masses are very attached to coffee around the clock. Coffee is taken from morning to nightfall. Coffee is exported to China and the consumption has been picking up all the time among the new generation. The trend for taking coffee has surpassed the 40% of the population consumption in China. The China market only for coffee is ever growing and coffee is considered one of the best sellers among the rest of the crops.

  • Dragon Fruit Plantation

Dragon fruit is one of the best fruit with plenty of vitamins and a natural cancer fighting agent. The fruit is seen everywhere in the market. It is now been canned into bottles and cans for exports. There is a ready market locally and export market. This drink can be exported to any country like India, Middle East, Europe Asia and Latin America and others.

Mass production, quality control and careful packing will bring down the cost to enable the masses to enjoy such healthy drinks and minimizing health problems. Options to contract farming to locals land owners to supply the Canning Factory. (Depends on scale of Development ) Estimates Cost – USD8 Million.

  • Sugar Cane Plantation

Sugar is a necessity and has been always in our daily life. Sugar is a demand item and the demand is always ever growing. Investing in sugar is another potential profitable business. For Indonesia alone the sugar is one that cannot be denied. Sugar consumption is so huge that the country is importing sugar from overseas to curb with domestic demand. New tissue grafting technology and new hybrid crops will increase the output and new technology also gives more returns to the growers. It will also give the locals more jobs and income to the contract farming on “Supply Saplings & Buy-Back System“. This system will provide good response and constant supply to the Sugar Refinery.(depends on the scale of Development)

Estimate cost for sugar Plantation & Processing Factory – USD30Million – USD100Million

  • Vegetable Farming. 

The Asean countries have been importing a lot of vegetables from China and other countries around the region. Some of the vegetables are exported from Indonesia to Singapore markets. Atjeh Darussalam can also break into the market with a proper seaport and terminal where the logistics play a very important part on foreign exports and income for the country. The population growing rate provides a good market for vegetables to serve their demand.  

New Farming methods and technology to provide Bio-Organic Vegetables to the health conscious public can provide the investment growers and farmers in Atjeh a good opportunity to grow Bio- Organics Vegetable to export markets will be a big boost and a good income for investing into such business. 

Stringent control and approvals from AVA or Agricultural Departments will find markets into Europe and other countries. Our Japanese counterparts have one of the best technology for such successful business and a ready market for export. A Joint ventured with the Japanese counterparts and Inventors will definitely provide a good platform for agro-culture business.

Estimate cost for such initial project- USD3 Million & gradually to 10 Million. 

We would implement more options and recreational values in few phrases and our estimated values shall not be less than USD1.5Billion to transform this area small area into a new satellite city in the near future.

From the above proposal and implementation of these proposed projects, we shall implement any one of the above projects on priority basis. The proposed infrastructure and other important projects can run concurrently or to brought forward the development and construction deemed urgent and awaits the fund and investors interest to make a head start to make it viable and urge to make it a success.

  1. We have to inform all the interested parties who are interested to invest and to make a difference and to feel comfortable and able to work with comfort with EXCLUSIVE PRECINCT GROUP in Cambodia, we would advise the participants are able to commit a Joint Ventured Agreement with Exclusive Precinct Group of Companies to commit a working environment and relationship and the teaming up with the Cambodian Government for the Humanitarian needs for the people of Kingdom of Cambodia.
  2. Exclusive Precinct Group Of Companies (GRC) with a group of Registered International Project Consultants are working closely with local consultant team members and also represents International Trade Council on projects and funding purposes. The Trade Council works closely with Exclusive Precinct Group and the Government of Cambodia.
  3.  The Investors & the Funders upon proofing themselves financially and technically sound to commence a feasibility studies on the projects they intended to invest in.
  4. The host will advise the investors and funders with the assurance and confidence on the legality and also the process with good advice that their investment is worthwhile and secured
  5. We can assure the investors and their funds coming thru Exclusive Precinct Group to Cambodia will be protected through legal banking rules and regulation
  6. The Investors & funders need to prove that they have ready funds to participate into these projects. The participants have to submit their company profile and the Bank Comfort Letter with a “Soft Probe Letter”.  Their banks facilities have to be shown in a Bank’s letter
  7. The terms and conditions shall be spelt out later after the first preliminary meeting on a open dialogue and a detailed discussion at the particular time in the meeting and the signing of the MOU prior to the signing of the MOA in the due course.  
  8. Both parties shall hold a 2nd Meeting prior to this preliminary meeting to spell out the needs to fulfill the obligation and the commitment to commence a solid platform and understanding to make it a reality.
